You don’t need to attend an institute to know how to create art. As the self-taught artists showcased at the 14th annual FOLK FEST demonstrate, art is based on passion and raw self-expression. With more than 90 galleries present, the outsider-art celebration, which closes Sun., AUG. 19, shines the spotlight on a genre that hasn’t always gotten the respect it deserves. $7-$15.
